The new rules retain the attractive 15% tax rate on qualifying foreign-source income received in Malta, but introduce higher property and minimum tax requirements for new applicants.

What Is the Global Residence Programme?

The Global Residence Programme is designed for eligible individuals who are not nationals of the EU, EEA or Switzerland and who wish to establish their principal residence in Malta.

One of the main attractions is the potential to benefit from a 15% tax rate on qualifying foreign-source income received in Malta, subject to the programme's conditions and a minimum annual tax payment.

A qualifying residential property in Malta or Gozo is also an important requirement of the programme, making the choice of property a key consideration for prospective applicants.

Current GRP Property Requirements

Under the existing Global Residence Programme, applicants can generally qualify by either purchasing or renting a suitable residential property.

The current minimum purchase values are generally:

  • €275,000 for property in most areas of Malta
  • €220,000 for property in designated southern areas of Malta
  • €220,000 for property in Gozo

Applicants will also be eligible if they rent a property with an annual minimum liability of €9,600 in Malta and €8,750 in Gozo or in the South of Malta.

The current GRP generally includes a minimum annual tax payment of €15,000, subject to the applicable rules.

What Changes From 1 January 2027?

The new Individual Tax Programme introduces significantly higher requirements for new applicants. The key changes include:

The new €700,000 minimum property purchase value and €14,000 minimum annual rent represent significant increases compared with the current GRP requirements. The new rules also remove the current distinction between Malta's designated southern areas and Gozo for the lower property threshold.

Transitional Arrangements

The introduction of the ITP does not simply mean that existing GRP beneficiaries immediately move to the new requirements.

Legal Notice 195 of 2026 includes transitional provisions for existing beneficiaries and applications made under the current special tax programmes.

This means that anyone considering the current Global Residence Programme should obtain professional advice as early as possible regarding their eligibility, application timing and the transitional arrangements applying to their circumstances.

  • The value of any property bought in Malta has to be at least €275,000 unless the property is in the South of Malta or in Gozo, where the minimum value can be €220,000.
  • Applicants must be fluent in English whilst having a stable and regular income.
  • Applicants will also be eligible if they rent a property with an annual minimum liability of €9,600 in Malta and €8,750 in Gozo or in the South of Malta.
  • Minimum tax threshold (to be paid in advance) reduced to €15,000 per annum on income remitted to Malta, with any further income charged at 15%. Other incomes including those locally sourced are subject to a standard tax rate of 35%.
  • Applicants and their dependents, have to be covered by private health insurance. They will not be entitled to free state health services.
  • Also, note that there is a standard application fee of €6,000 for Malta and €5,500 for Gozo.
